If you’re a motor carrier looking to haul intermodal container loads for Amazon, there’s a critical step you can’t skip: complying with the Uniform Intermodal Interchange and Facilities Access Agreement (UIIA) insurance requirements. These rules aren’t just red tape, they’re what grant you access to container yards, rail terminals, and Amazon’s freight network.
At Issam Insurance Agency, we specialize in helping carriers meet these exact standards so they can stay on the road and in compliance.
What Is UIIA?
The UIIA is a standardized agreement between intermodal equipment providers (like steamship lines and railroads) and motor carriers. It allows carriers to pick up and transport containers using equipment they don’t own while making sure all parties are insured properly in case of accidents or damage. Amazon requires UIIA compliance for carriers moving containers into and out of intermodal facilities under its Amazon Relay and freight programs.
Amazon + UIIA: Required Insurance Coverages
To meet UIIA requirements and remain eligible to haul for Amazon, here’s what you need:
1. Auto Liability
– Minimum: $1,000,000 combined single limit
– Must include UIIA-endorsed coverage (CA23-17 or equivalent)
– Must list all relevant equipment providers as additional insured
2. General Liability
– Minimum: $1,000,000 per occurrence / $2,000,000 aggregate
– Some providers may require additional insured status
3. Cargo Insurance
– Minimum: $100,000 per vehicle
– Covers goods being transported on behalf of Amazon or other shippers
4. Trailer Interchange Coverage
– Required if you're using containers or chassis not owned by you
– Common limits range from $25,000 to $30,000
5. Workers’ Compensation & Employer’s Liability
– Required unless you're exempt as an owner-operator
– Employer’s liability coverage minimums are usually $100,000 per accident
Common Mistake: Relying on the Wrong Carrier
One of the most common issues we see is trucking companies trying to use Progressive Insurance for UIIA purposes only to find out that Progressive doesn’t offer the required UIIA endorsements. If that’s your situation, we can help you switch to a carrier that does.
How to Get UIIA Compliant (Step-by-Step)
1. Apply for UIIA Membership
– Visit www.uiia.org and submit your application with your DOT, MC, and SCAC codes
2. Get the Right Insurance
– Work with an insurance agency (like us!) that understands UIIA and can provide the necessary coverages and endorsements
3. Complete Equipment Provider Addendums
– Amazon and others require you to sign agreements acknowledging their rules and liability expectations
4. Register Your Drivers
– Ensure all your drivers are listed in the Intermodal Driver Database (IDD)
5. Maintain Active Compliance
– Keep policies current, renew COIs on time, and communicate any changes to UIIA and your partners.
Let us help you stay compliant, save time, and focus on growing your trucking business.
